Felicity Olivia Arcadius
The daughter of Lord Augustus and the late Queen Olivia and heir to the Euro-American Commonwealth. Unspoiled yet strong willed, Felicity has no real desire to become the ‘wealth’s future leader, preferring to become a doctor instead. But even Caligula’s coup doesn’t save her from destiny, as she proves herself a capable leader many times in the story. She is 10 years older than Akai and is her loyal friend.

Nimrod
The insane biomechanical warrior of the North American wastelands who, along with his indestructible battle van Valhalla, menaces the Nasti Establishment while aiding the people who are under Caligula’s little boot. He holds Lord Augustus responsible for the execution of Sir Richard (according to then Prime Minister Caligula, Augustus named Sir Richard as his murderer before he died) and plans to avenge him by killing Felicity and Akai. But Nimrod has a past, including a lost angle named Reiko-chan. . .

Caligula Gaius Tiberius
The narcissistic and infantile Caesar of the Nasti Establishment, the former Euro prime minister who came to power after murdering Lord Augustus, brainwashing the Euro people, and starting a successful war against Hispainia and the Tetzu Empire. Caligula is more than your average totalitarian dictator. He is an extreme pervert, so engrossed in incest, pedophilia, bestiality, necrophilia, etc., that he makes his historical namesake look like a born again Christian boy scout. He is also obsessed with the destruction of Akai, who was prophesied to be his Brutus.

Osamu Okami
The Old Wolf. A former Tetzu shogun who led the Kyozetsujin to end the Euro-Tetzu War. Running his late wife’s martial arts school with his adopted daughter Reiko, Okami would become Akai’s sensei. He would later form the Gyakushi with his mentors, the Du Run Runs.

Della Octavius
Felicity’s governess and mother substitute. Known to her lover, Sir Richard, as his Naughty Little Nadia.

Sir Ian and Reiko Hinode Devlin
Akai’s parents. Sir Ian was the Euro ambassador to the Tetzu Empire due to his understanding of the Tetzu culture. Reiko was a teacher at Okami’s martial arts school with a shady past. Both would later die protecting Lord Augustus from an assassin.

Sir Richard Germanicus-Nero

A former Euro kommissar who became head of security at Lord Augustus’ palace. His girlfriend Della’s pet name for him is Mr. Moby. His son Jack was at one time a student of his wartime arch rival, Okami. Sir Richard would later be blamed for the death of Lord Augustus.

The Reverend Angus Tallman
A former Euro military Chaplin who, like Okami, started the Refusnix peace movement to end the Euro-Tetzu War, . His cadaverous looks gave his fellow soldiers the creeps while his horrid singing voice drove his Tetzu captors to suicide during interrogation. The Reverend would later co-found the Dai-kakumei to end Caligula’s reign.

Akira Bully Tanaka
The Prince of the Tetzu Empire and former shogun of the Gyakushi, after losing his title to Akai. Extremely loyal to his shogunette, Bully spends most of his time keeping her from killing the trouble-making Eiji Kito.

The Du Run Runs
The masters of Bugei, Tetzu martial arts. For two centuries, they lived in peace hidden in Anchorage, Alaska, waiting for the day the Tetzu would call for their help. Their leader is the mysterious Master Shaw, the father of Okami’s late wife Keiko.

Jack Germanicus-Nero

The son of Sir Richard. During the war, when he heard that his father was a POW, 10 year old Jack heads for the empire on a rescue mission, only to be found by a Tetzu garrison. Impressed by this, the retiring Okami makes the boy his first student until the end of the war, to which he was returned to his father. Jack developed a crush on Reiko, which led to a bitter split betwixt him and his mentor when Okami refused to stop her from marrying Sir Ian.

Eiji Kito
The spoiled and racist son of Hayuo Kito, a wealthy Daimyo. Self centered and dishonorable, Kito hates all Euroes with a passion, but he especially targets Akai because she is half Euro and half Tetzu. He thinks of himself as pure Japanese.

Field Marshal Brucie Tiberius
The sister and lover of Caligula, Brucie is the leader of the Vanguard au von Demokratie (the VD), Caligula personal goon squad. Muscle-bound, ruthless and twice as perverted as her brother, Brucie gives a whole new meaning to the word Ugly. She also pilots the Electro-magnetic battle mecha III, codename: Mechabrucie, a battle suit that looks like a cross betwixt the Japanese movie monster Mechagodzilla and a suit of samurai armor. It wields the Caligula Gun, a powerful toxic shock cannon.

Prime Minister Iago Cassius
Caligula’s chief lackey who apparently has the ability to appear out of nowhere and disappear just as fast. And though he seems to be an ever-smiling, eager-to-please Uncle Tom, there is more to him than meets the eye . . .

DeZhon
The mysterious leader of the Dai-Kakumei who wears a black skull mask and is often mistaken for French mustard.

The Caligulites

Usually, when a power-hungry dictator gains control of a nation, he starts his own personality cult. Caligula takes this concept a step further by declaring himself a god and starting his own church, Das Tiberian Kirche au von Caligula, inc. (The Tiberian Church of Caligula, inc.). The congregation consists of ex-mental patients decked out in hooded robes and sunglasses. They also have poor dental hygiene. Their purpose is to collect mandatory dotations and offer children as burnt offerings unto Caligula.

The Vikers
A parody of B movie bikers. The descendants of an ancient world motorcycle gang who embraced the spirit of the legendary Viking warriors of old, reflecting their love of horned helmets and such wonderful pastimes as looting and pillaging. Many vikers eventually joined the VD while others continued their outlaw existence, constantly on the move, always in search of food, drugs, alcohol, weapons, bike parts and anything to rape.
